Hydraulic fracturing is the process of extracting oil or natural gas from deep layers of rock within the earth.

Controversies do surround hydraulic fracturing. On one side proponents highlight the economic benefits available as a result of this process. Opponents point to environmental risks, including contamination of ground water, depletion of fresh water, contamination of the air, noise pollution and other factors.

Burkhart discusses factors regarding California as a highly regulated state for oil drilling, particularly for hydraulic fracturing, and therefore she represents that California is a safe state for hydraulic fracturing.
