Elena Brokaw, Ventura Community Services Director, spoke of the Mayor’s Arts Awards as a celebration of arts leaders in the community. She also provides some history about the Ventura art scene, going back to 1992, when the city made a financial and strategic decision to invest in the arts through that year’s cultural plan.
